What appears to be a downwardly mobile shift between births to non-White fathers accounts for the gap between 85% of births to White fathers and 87% of births to White mothers. Since the birth rate is driven down heavily in the American Southwest, and slightly across the West, South, and Great Lakes, America’s 50.7% birth rate, which has been rebounding after immigration changes, is still only about 86% White. Asian-American students are the top-scoring group in the world on PISA, and white American students are among the top 6. Our educational system doesn't "fail" groups with triple-digit mean IQs. Rather, our national performance is dragged down by groups with two-digit IQ means.
