Unless I'm missing something, this is not a written rule. The requirement that a batter be alert with 8 seconds is a written rule. The requirement that a pitcher comes set after the batter is alert is an interpretation of (i) the batter requirement and (ii) the rule against quick pitches. There is no specific "pitcher must wait to come set" rule.

If the pitcher repeatedly comes set before the batter is alert to the mound, the pitcher will be charged with a ball, just like any other pitch clock violation.

@JomboyMedia There’s actually only a requirement that the hitter be alert to the pitcher. No penalty for the pitcher. So I’m not sure what he was going for here.
