Pending more details, it’s very hard for me to see how SAVE America Act gets through reconciliation.
Until proven otherwise I assume this is an effort to kill the SAVE America Act.

SAVE ACT: Republicans, with help from Democrats will restore most DHS funding while defunding CBP and ICE enforcement. Then the Senate will attempt pass CBP & ICE enforcement funding through reconciliation along with monetary incentives for states who implement a form of voter ID without citizenship verification. The Save America Act is dead. At least they are giving up ICE enforcement and they won’t miss their 14-day paid vacation. Total SAVE Act betrayal.
