Brighton have offered €35m plus €5m in add-ons but Köln are holding firm and have yet to agree to talks.
Chelsea are interested but have not submitted a bid, while Newcastle had an approach turned down by the player’s camp, who favour a move to Brighton.
Brentford, Everton and Fulham are also expected to join the race.
