Yes, I agree. However, there is a practical workaround. The President could significantly reduce the U.S. financial and military footprint in NATO by scaling back direct contributions and redeploying roughly half of the American troops currently stationed in Europe back home. This would substantially lower the overall costs borne by the United States.
