Humans look exactly alike, until 6 - 7 weeks, when differentiation takes place. Differentiation did not proceed in Swyer's, the gonads failed to form either testes or ovaries. So what's left are streaks.

She is properly stating that XY is a genetic male by karyotype, but biology doesn't define sex by chromosomes, it determines sex by them. Definition is based on anisogamy. She is discussing determination, not definition. Not the same.
