This hunger for power that you are stealing votes, breaking parties, buying MPs-MLAs, destroying institutions, oppressing minorities must be checked. I wish our constitutional makers had added this provision. Even America doesn’t allow one to become President for more than 2 times.

They came back searching for his mobile and mentioned that two people were sitting in a Mercedes car and they were consuming alcohol. My husband and son tried to explain to them that this is a respectable society, and you are not supposed to do this. They started using abusive language and passing certain illicit comments, as I was also there. We called the PCR vehicle... The cop came, and he was about to take my statement. This individual, who was in the driving seat, made him speak on his mobile to someone. The cop came back, and he refused to write my statement... 7-8 goons came out from a cab, and started assaulting both my son and my husband. I went back to the cop who was sitting in the PCR van, requesting him for some assistance. But he refused... At around 10.45 PM, we went to the Vasant Vihar police station. There was a lady cop there who misbehaved with us, saying that we troubled them in the night... The PCR cop had reported to the police station the wrong vehicle number... We were not provided any medical assistance. Finally, we were able to give a written complaint to them at 2.13 AM..."

Yes, completely agree.. The upper age limit for UPSC CAPF AC is 25 years whereas 32 years for CSE (Earlier it was 30 years). CAPF officers require tough physical strength and mental robustness along with decent intellectual acumen which is effectively judged by the examination pattern so designed. I opted for CAPF because I loved such an adventurous and challenging life. The Government of India appointed me as a Group A officer that's why I preferred it over State Group B service which I got in a very first attempt without any coaching or serious preparation. The present issue was never against any service. It was simply a fight for the right which was given to almost all Group A services, whether selected through CSE or otherwise, except 5 CAPFs. Officers like me were simply asking for the pay parity which has been systematically denied since 2009, when all other departments implemented the recommendations of the 6th CPC. I always avoided writing anything on social media or at public platforms on this matter but I have been badly hurt by the stand taken by my own government and the statements from the people of civil society like you, so at the cost of any action against me by the government, I'm responding to your tweet (for the first & last time) @imlodhi that please have some respect to the officers of CAPFs who have volunteered to serve the nation at the cost of their own life, not because they were unemployed. You have done good research on this issue, please also do one research about the calibre and professional qualifications of the officers recruited as Group A in these organisations. The government through UPSC advertised Group A entry here so please don't compare with state DySPs, who are a feeder cadre to IPS, whereas we are not feeder cadre to IPS. Our Cadre was first raised in 1961 and trained along with IPS probationers at CPTC Mount Abu, later on shifting of the CPTC to Hyderabad as SVPNPA we got that academy with the name Internal Security Academy (ISA). Our aspirations are very limited and never compared with IPS. I have many good friends in IPS and also good family relations with so many seniors. But when the system starts discrimination against any particular service it hurts, it hurts more when you have devoted your 100% to a service where leave promotions, no one is ready to give you a fair and reasonable financial parity, in spite of clear Government orders, cabinet approval and Supreme court judgement, it is unfortunate. As per NFFU scheme being a 2005 batch officer I should have been given NFSG in 2018 and SAG (IG level pay) in 2023, which is being enjoyed by the officers of 57 other Group A services whereas I am struggling and battling for even NFSG in 2026, which is even given to ancillary Cadres of CAPFs which are neither selected through CSE nor through UPSC. What to say??? A very demoralising state of affairs for the hardworking and dedicated officers. One more thing, I would like to add- I appeared for the CSE once before joining the CAPF, that too without any coaching or proper guidance, cleared prelims and scored 972 in mains, just on the basis of preparation of State PSC (Rajasthan) marginally missed for the interview, that was my very first attempt and I never appeared again for any CSE or other exams in spite of having multiple chances left. Second thing, please read CRPF Recruitment Rules which are already providing 33.33% ADG quota to CRPF Cadre, CRPF officers are getting the post of ADG since 2009. This bill has been poorly drafted, if I would have been given the opportunity, I would have prepared much better draft which has definitely satisfied all stakeholders be it MHA, IPS or CAPFs. Government is free to decide posting at the level of ADG, SDG and DG without any restriction or guidelines from the supreme court, it has simply directed to frame the RR, SR as per OGAS norms and cadre review within 6 months, which timeline has already lapsed. No bill/Act required to implement it

Police reforms are badly needed, urgently needed. Yet preference for transitioning into #CAPFs ? over much needed police reform, & at the cost of valuable district experience, hard earned 😂.. Why? What’s the lure? Not policing, but proximity to power. Centralised authority. Prestige that follows control. Visibility-driven career mobility. (For them, the CAPFs = A multi-domain passport, fast-tracked) Meanwhile. CAPFs remain the ground backbone, disciplined, exposed, operational. Do not vitiate CAPfs culture. हर जीत का सेहरा IPS के सिर, और हार का ठीकरा CAPFs के मत्थे। २१वीं सदी 🙃

चलो मान लिया... ये Bill ‘reform’ है, umbrella law है, promotion bottlenecks भी शायद address कर दे… लेकिन सवाल ये है क्या इससे #CAPFofficers की 15 साल पुरानी core problems solve हो रही हैं? #NFFU? #Pendingcadrereview? #OGASnorms के हिसाब से parity? अगर ये सब untouched है, तो ये reform किसके लिए है? क्योंकि ‘structure बदलना’ और ‘injustice खत्म करना’दो अलग चीज़ें हैं। @indSupremeCourt ने रास्ता clear किया था, ये ACT क्या उसी रास्ते को strengthen करता है… या बस direction बदल देता है? #CAPF #ReformOrDiversion #Justice #PayParity

Actual issues not to be mixed up with unreal. CAPF Officers not in competition with IPS Officers. IPS’s Promotional prospects are different. It’s different service ( each service is unique). Surprisingly Govt notified a bill to turn down the SC Judgement & fixed 50% IG posts for IPS rather than promoting Cader officers against those posts. This law has also thrown out the litigants out of their legitimate rights ( here Govt’s power is not questioned). It’s also incorrect to give impression that the bill is intended to make umbrella law to regulate the promotion etc of the CAPF officers. Unfortunately there is not a single clause in the bill which is aligned with the claims made. Cader officers fought for 15 years in search of justice. But now the bill has put the career of whole CAPF ranks at stake with cascading effects upto Group C posts. Interesting to know the compelling grounds of Govt to change the status of judgement? Will it not affect the morale? Does it happen in a society which has great Constitution as guiding principle of justice & equality? 62 services of Bharat Sarkar are OGAS including all CAPFs then why only these 5 CAPFs are put to disadvantage? What MHA gains to deny their own Forces fm OGAS status? MHA showed every documents including Constitutional provisions, IPS Service Rules, Centre- State relationship, coordination clause, DoPT rules in Delhi High Court in 44 months hearing. Govt went to the extent of appealing in Supreme Court & filed review petition against judgement and again 68 months long hearing didn’t change the status. सरकार सर्वशक्तिमान है, Bill पास कर के उच्चतम न्यायालय के निर्णय को पलटने का अधिकार भी रखती है लेकिन देश की क्रिटिकल सुरक्षा में तैनात लाखों कार्मिकों के मनोबल पर पड़ने वाले negative असर तथा उससे उत्पन्न आंतरिक भेदभाव के भाव को कैसे handle करेगी? हमारे पास भी ऐसी क्या दलील है जो CAPFs के सेवारत कर्मियों को satisfy करने के लिए पेश करें? यह प्रश्न तो स्वाभाविक है कि, “ हमारे साथ ऐसा क्यो किया? “ कारन कवन नाथ मोहि मारा? मैं बैरी सुग्रीवहीं प्यारा “- रामचरित मानस.
