"India at 50%, Israel at 15%: The Geopolitical Chess Behind US Diamond Tariffs" India’s diamond industry, one of the crown jewels of our export economy, now faces a significant challenge with the U.S. decision to impose steep tariffs - a 25% base rate, coupled with an additional 25% penalty. While the penalty explicitly targets India's crude oil imports from Russia, the broader implications reveal a strategic targeting of all Russian-sourced materials, including raw diamonds. Over the past 3-4 years, India has consistently imported approximately $1 billion worth of raw diamonds from Russia annually. The scale of India's diamond processing industry cannot be overstated. Surat alone processes nearly 90% of the world’s diamonds by volume and about 75–80% by value, employing 1–1.5 million skilled workers. The industry is not just an export powerhouse — it is also a pillar of livelihood and skill for millions of Indian families. Currently, the US imports polished diamonds primarily from four nations: India ($7 billion), Israel ($4 billion), Belgium ($1.6 billion), and South Africa ($1 billion). The new tariff structure imposes rates of 50%, 15%, 15%, and 30% respectively on these countries. This differential clearly favors Israel, which possesses both the infrastructure and historical expertise in processing natural diamonds. Notably, Israel’s raw diamond imports from Russia have declined— from as high as $700M–800M a decade ago to less than $100M in 2024, making it easier for the US to avoid Russian-sourced diamonds. By redirecting the import channel for processed diamonds from India to Israel, the US can circumvent Russian diamonds while intensifying economic pressure on Russia to end the Ukraine conflict. Another geopolitical dimension to this move could be rewarding Israel for its cooperation in recent Gulf conflicts with Iran. While Israel has recently specialized in processing larger, high-value diamonds—with bulk small stone processing shifting to Surat—their industry retains the capability to evolve and meet diverse US consumer requirements. This new export channel could significantly aid Israel's economic reconstruction efforts. The implications for India are substantial. Of the US's total annual diamond imports of $15 billion, approximately $10 billion originates from India—$7 billion directly and an estimated $3 billion routed through intermediary hubs like Belgium and Israel. This represents roughly 45% of India's total diamond exports. Under WTO rules, the higher tariffs would apply to this entire $10 billion flow, regardless of the routing. In forthcoming analyses, we'll explore potential government measures to protect this vital industry and the livelihoods it sustains.
