Kind of seems like whack a mole. Wouldn't the better / quicker play be to stop issuing new H1B / H4EAD and other employment related visas while at the same time phase out those on existing visas? Especially H4EAD - temp workers shouldn't be bringing the entire family over and acquiring work permits.
