The Government is conducting a Nationwide sensitization program for National Government Administration Officers (NGAOs), with Principal Secretary Dr. Belio Kipsang visiting Bomet County today to lead the exercise. This initiative, which has already reached officers from 25 counties, implements revised National Registration Guidelines aimed at helping Kenyans overcome previous administrative barriers to acquiring identification.
During the engagement in Bomet, Dr. Kipsang was joined by Heads of Directorates who briefed NGAOs on the core mandates of their respective offices. This collaborative approach ensured that Chiefs and Assistant Chiefs are fully equipped for their new roles, which include using their own biometrics to confirm an applicant's citizenship and residency. This shift harmonizes the process at the grassroots level, empowering local leaders to facilitate the issuance of vital documents directly.
The Principal Secretary urged administrators to intensify public awareness, noting that a National ID is critical for accessing government services and programs. The urgency is clear in Bomet County, where 8,099 ID cards remain uncollected and over 42,000 eligible residents are yet to acquire the Identification document.

Trans Nzoia County is one of the border counties where residents from border Sub-Counties were previously subjected to vetting before acquiring National Identification Cards. Following the revised National Registration Guidelines, which have eliminated vetting and application fees, PS Dr. Belio Kipsang led the sensitization of National Government Administration Officers (NGAOs) in the county to support effective implementation of the new directives.
Under the revised guidelines, Chiefs and Assistant Chiefs will use their biometrics to verify the authenticity of applicants, confirming that the individual is a Kenyan citizen and a resident of the area. This measure is intended to safeguard the integrity of the registration process, prevent the registration of non-Kenyans, and enhance transparency.
During the forum, the Principal Secretary encouraged Chiefs and Assistant Chiefs to actively sensitize their communities and raise awareness to ensure that all eligible residents acquire identification documents. Recognized for their pivotal role in spearheading government agendas and programs, Chiefs and Assistant Chiefs will be key in reaching residents, addressing the 8,706 uncollected IDs and mobilizing the over 40,000 eligible residents who are yet to acquire identification cards.
The Heads of Directorates present during the engagement sensitized the NGAO'S on the services provided by their respective directorates, encouraging them to support public awareness and facilitate access to these services at the grassroots level.
