@dumbupole Mangalore is communally volatile. That's the main reason it's not realizing its full potential. Had it joined Kerala at the time of state reorg in 1956 (there were discussions then due to the 21% Malayali population as per the 1951 census) it would have realized greatness by now.

In his judgment on the Sathankulam case, Addl. District Judge K. Muthukumaran observed that the Judicial Magistrate, Government Doctors & Sub-Jail Authorities acted negligently, but concluded this did not amount to criminal negligence.
I am now writing an article examining why their gross dereliction of duty should indeed be classified as criminal in line with P.B. Desai v. State of Maharashtra & Anr. (2013).
