This doesn't happen because it would cut off the AIL teams, where those young players play at a pretty decent level in 1A, comparable to the Championship.
As for the PROD2 sides, they don't have any incentive to loan Irish players to develop them for the provinces.

A key park of @Munsterrugby planning for next season has to be organising decent loan moves for younger squad players. A fixtures provide no real opportunity to progress & improve but moves to the English Championship & French Pro D2 could really help develop young players #SUAF
