Those in power shape definitions, but it should be reality that shapes those definitions. Services like healthcare being basic right could result in situations (e.g. economical hardship) where to maintain it, other basic human rights (e.g.: of medical workers) must be violated. Basic human rights should never be contradictory.

Plot twist: Ladies, if you don’t answer the phone when he’s at the store, he can’t ask you “which one.” They call you because it’s easier to ask you instead of using their brain power to recollect what color apples you usually have in the house or what brand of cereal they usually see in the pantry. Calling you is the “easy” mode. I simply stopped answering the phone and let them figure it out for themselves. Magically, it worked.

A society can democratically decide to provide healthcare to its citizens without infringing on individual liberties. Case in point: the UK’s NHS. It operates within a free-market democracy where medical professionals choose their careers and are compensated for their work, just like any other profession. Furthermore, the rigid wall between 'positive' and 'negative' rights is largely a theoretical construct. While you argue that healthcare is a 'positive' right that requires resources, you overlook that 'negative' rights, like the right to property or physical safety, are meaningless without the taxpayer-funded machinery of police and courts to enforce them. If we can collectively fund a judicial system to protect property, we can democratically choose to fund a system that protects health. It’s not about coercion; it’s about how a society chooses to prioritize its collective resources.
