This is the way — not lowering standards, defending an inexcusable status quo, and certainly not excluding more than 150,000 publicly funded students across Wisconsin, including 48% of MKE kids + special ed students in rural districts, from proposed investments in K12 schools.

Spoke with @arneduncan at @aefpweb in Chicago last week on how Democrats lost parents when it comes to education. His take: Covid closures + no clear vision = opening for GOP to tap into fears. His Rx: stand for academic excellence + accountability in school choice.

Blind ideology + policymaking to appease special interest groups is what’s gotten Dems upside down with voters — and cost the party trust with voters on education issues. We need real solutions — accountability, fair funding, and a focus on student achievement — not soundbites.

The serious policy conversations Wisconsin needs to have – how to improve stagnant student achievement statewide, how to address the crisis on Milwaukee’s North Side and eliminate the state’s Black-White performance disparities, how to actually fix our state’s broken school funding system – deserve serious policymakers, not ideologically-driven talking points being written into state statutes.

“This year, CFC’s District Profiles show seven separate Democratic legislators represent districts, anchored in the city of Milwaukee, in which 48% or more of students are enrolled in schools that would be excluded from AB 1176”

“The number one thing that I wish people understood about K-12 education in the United States is that while the N.C.L.B. regime was in place, our schools got better.”

Useful data, but a cautionary flag that because of @EdNCES data lags, these are 2023 numbers — meaning they don’t reflect @milwaukeemps’ subsequent 2nd referendum and 30% property tax hike. Which makes MPS being in the 89th percentile of mid-large districts even more notable…

WI’s school funding system is broken. It was built 30 years ago to fund districts & hold down property taxes — it’s now failing at both jobs. As demographics shift, a system only built to get bigger is ill-equipped for enrollment declines & parental choice. We need new tools.

2) Dan walks up to the critical driver here — declining enrollment — but doesn’t address districts’ failure to rightsize in response to them. We @cfc_mke have pointed out the most egregious issues at MPS — 30% fewer kids, yet no action at all — but it’s a broader challenge.

A wide range of stakeholders found the No Child Left Behind era accountability measures annoying, but results continually got better for students at all levels while they were in place and things have gotten worse since they went away. slowboring.com/p/ed-tech-is-n…

Among the broken parts of WI’s byzantine school funding system, the school levy tax credit is an area of cross-partisan disdain. Public school advocates dislike that it’s not “spendable”. Fiscal conservatives dislike how it incents districts to spend more. They’re both right!
Patrick McIlheran@PaddyMacMke

Wisconsin's school levy tax credit is supposed to soften the blow of school spending. But it rewards school districts that increase spending faster than average -- at the expense of taxpayers in districts that restrain their spending. Oops. badgerinstitute.org/school-levy-ta…
