@FalconryFinance A dead short (hot to neutral/ hot to ground) on a piece of Romex should not light the entire panel on fire. It was either wired wrong, or there was a faulty breaker that didn't trip. Either way, I wouldn't let this guy build a dog house, never mind a porch
