Yes freight rail was paid for by the taxpayers in the early 1800's that was a huge thing to have transcontinental rail service. That was to actually build those lines. So lets go down the rabbit hole, if the United States did actually decide to go down the high speed rail. It would cost trillions of dollars to get it from east to west coast, not counting all the other spurs that would be needed from North to South. I would be happy if the United States stopping all military actions around the world, remove all support to other countries both finically and militarily. Make fair trade agreements with other countries, remove any incentives for companies to produce outside of the USA. For decades the career politicians have sold out the American people.

Let's abandon our entire military infrastructure while engaging in a war on the other side of the planet, brilliant!
