U.S. Secret Service would not have given security clearance to the POTUS to travel to Pakistan. Pakistan should have pushed for Islamabad, though. However, we know Pakistan has no say and no leverage to influence that decision. Iranians would not have minded Islamabad. However, Geneva suits them better for optics and PR. Not sure if the deal would still be referred to as the Islamabad Accord. Whatever it is, the Pakistani military junta has already milked the negotiations enough, and it shouldn't matter!
