This week, Ukraine and Russia carried out another prisoner exchange, with 1000 individuals returned following agreements reached during the recent trilateral negotiations in Geneva with the United States. This exchange was achieved thanks to sustained and detailed peace discussions at the direction of President Donald J. Trump. Under the President’s leadership, we continue to achieve meaningful outcomes while working towards formulating a peace deal that will end the war once and for all. Discussions remain ongoing, with additional progress anticipated in the weeks ahead. We thank the Swiss government for hosting these discussions and President Donald J. Trump for his leadership in advancing diplomacy toward a resolution.

Today, at President Trump’s direction, the United States moderated a third set of trilateral discussions with Ukraine and Russia. Thank you to the Swiss Confederation for being gracious hosts for today’s meetings. President Trump’s success in bringing both sides of this war together has brought about meaningful progress, and we are proud to work under his leadership to stop the killing in this terrible conflict. Both parties agreed to update their respective leaders and continue working towards a deal.

Today, Adm. Brad Cooper, Commander of U.S. Naval Forces Central Command, Jared Kushner, and I met with the brave sailors and Marines aboard the USS Abraham Lincoln, her strike group, and Carrier Air Wing 9 who are keeping us safe and upholding President Trump’s message of peace through strength. We thanked the sailors and Marines, observed live flight operations, and spoke with the pilot who downed an Iranian drone that approached the carrier without clear intent. Proud to stand with the men and women who defend our interests, deter our adversaries, and show the world what American readiness and resolve look like, on watch every day.

Readout of Trilateral Peace Talks Hosted by the United Arab Emirates Over February 4 and 5, delegations from the United States, Ukraine, and the Russian Federation met for the second trilateral meeting in Abu Dhabi to advance efforts to end the war in Ukraine. The discussions were constructive and focused on how to create the conditions for a durable peace. The delegations reached agreement whereby the Russian Federation and Ukraine will each release 157 Prisoners of War. This is the first exchange in the last five months.   The United States and Russia also agreed to establish a military-to-military dialogue to be led by General Alexus Grynkewich, commander of U.S. European Command. This channel of communication was suspended prior to the onset of this conflict and is crucial to achieving and maintaining peace. Over the two days, the delegations had wide-ranging discussions on the remaining open issues including methods to implement a ceasefire and monitor the cessation of military activities. The delegations agreed to report back to their respective capitals and to continue trilateral discussions in the coming weeks. They expressed their appreciation to the United Arab Emirates for hosting the talks, and Ukraine and the Russian Federation thanked President Donald J. Trump for his leadership in advancing an end to the war.

This outcome was achieved from peace talks that have been detailed and productive. While significant work remains, steps like this demonstrate that sustained diplomatic engagement is delivering tangible results and advancing efforts to end the war in Ukraine. Yesterday was a historic day. The last remaining hostage in Gaza, Officer Ran Gvili, has been returned home to his family in Israel. He went out on October 7 to save lives, and yesterday he returned to rest in peace in Israel. Now, ALL 20 living hostages and all 28 deceased hostages in Gaza have now been returned to their families – a monumental, historic feat that few thought was possible. It’s thanks to the hard work of so many, but especially @POTUS, who works tirelessly for peace. This closes a painful chapter for many, and paves the way for a new future that can be defined by peace, not war, and prosperity, not destruction. It’s a new day in the Middle East, and President Trump, myself, and the entire team are committed to sustained peace and prosperity for all in the region.

Today, on behalf of President Trump, we are announcing the launch of Phase Two of the President’s 20-Point Plan to End the Gaza Conflict, moving from ceasefire to demilitarization, technocratic governance, and reconstruction. Phase Two establishes a transitional technocratic Palestinian administration in Gaza, the National Committee for the Administration of Gaza (NCAG), and begins the full demilitarization and reconstruction of Gaza, primarily the disarmament of all unauthorized personnel. The US expects Hamas to comply fully with its obligations, including the immediate return of the final deceased hostage. Failure to do so will bring serious consequences. Importantly, Phase One delivered historic humanitarian aid, maintained the ceasefire, returned all living hostages and the remains of twenty-seven of the twenty-eight deceased hostages. We are deeply grateful to Egypt, Turkey, and Qatar for their indispensable mediation efforts that made all progress to date possible.

Today, the US delegation met in Paris with the constituents of the Coalition of the Willing as well as the Ukrainian delegation to advance President Trump’s peace plan on Ukraine. The US delegation included Special Envoy Steve Witkoff, Jared Kushner, General Alex Grynkewich, Ambassador Charles Kushner, and White House advisor Josh Gruenbaum. We held several meetings with the Europeans, including President Macron, and the Ukrainians, including President Zelenskyy, and are encouraged by the collaborative approach and partnership between the parties. We have made significant progress on several critical workstreams, including our bilateral security guarantee framework and a prosperity plan. The Coalition also released a statement outlining its framework to a security guarantee. We agree with the Coalition that durable security guarantees and robust prosperity commitments are essential to a lasting peace in the Ukraine and we will continue to work together on this effort. We will be continuing our discussions with the Ukrainian delegation this evening and tomorrow, and we are hopeful to achieve additional positive momentum in the near future.

.@SecRubio @jaredkushner and I just had a productive call with National Security Advisors Jonathan Powell of the United Kingdom, Emmanuel Bonne of France, Günter Sautter of Germany, and @rustem_umerov @ZelenskyyUa to discuss advancing the next steps in the European peace process. We focused on how to move the discussions forward in a practical way on behalf of @POTUS’ peace process, including strengthening security guarantees and developing effective deconfliction mechanisms to help end the war and ensure it does not restart. We also spent time on the prosperity package for Ukraine—how to continue defining, refining, and advancing these concepts so Ukraine can be successful, resilient, and truly thrive once the war is over. Many additional details were discussed, and we will continue this important work and coordination in the New Year.

Over the last three days in Florida, the Ukrainian delegation held a series of productive and constructive meetings with American and European partners. The Ukrainian delegation included Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov, and the Chief of the General Staff of the Armed Forces of Ukraine, Lieutenant General Andriy Hnatov. The American delegation included Special Envoy Steve Witkoff, Jared Kushner, and White House staff member Josh Gruenbaum. Key European National Security Advisors also joined the discussions to align on a shared strategic approach between Ukraine, the United States, and Europe. A separate constructive meeting was also held in a U.S.–Ukraine format, during which four key documents were focused on: further development of a 20-point plan, aligning positions on a Multilateral security guarantee framework, aligning positions on a US Security guarantee framework for Ukraine, and further development on an economic & prosperity plan. Particular attention was given to discussing timelines and the sequencing of next steps. Ukraine remains fully committed to achieving a just and sustainable peace. Our shared priority is to stop the killing, ensure guaranteed security, and create conditions for Ukraine’s recovery, stability, and long-term prosperity. Peace must be not only a cessation of hostilities, but also a dignified foundation for a stable future. Ukraine highly values the leadership and support of the United States and the continued close coordination with its partners in the next stages of this important work.

We, the representatives of the United States of America, the Arab Republic of Egypt, the State of Qatar, and the Republic of Türkiye, met yesterday in Miami to review the implementation of the first phase of the Gaza ceasefire and to advance preparations for the second phase. The first phase has yielded progress, including expanded humanitarian assistance, the return of hostage bodies, partial force withdrawals, and a reduction in hostilities. In our discussions regarding phase two, we emphasized enabling a governing body in Gaza under a unified Gazan authority to protect civilians and maintain public order. We also discussed regional integration measures, including trade facilitation, infrastructure development, and cooperation on energy, water, and other shared resources, as essential to Gaza’s recovery, regional stability, and long-term prosperity. In this context, we expressed our support for the near-term establishment and operationalization of the Board of Peace as a transitional administration for the civilian, security, and reconstruction tracks of the reconstruction. We reviewed next steps in the phased implementation of the Comprehensive Peace Plan for Gaza, underscoring the importance of sequencing, coordination, and effective monitoring in partnership with local Gazan institutions and international partners. We reaffirm our full commitment to the entirety of the President’s 20-point peace plan and call on all parties to uphold their obligations, exercise restraint, and cooperate with monitoring arrangements. Further consultations will continue in the coming weeks to advance the implementation of phase two.
