It’s foul but man I’d say there is no definitive evidence the ball was full stopped when the 3rd baseman grabbed it. Thus leaving it to the umpire to make a judgement call.

Fair even though its wrong. I cannot stand people who vaugepost about ball knowing while being wrong. Here is the new rule after 2018:
MLB updated the definition of a fair ball to require that the ball physically touch the white chalk line or the ground in fair territory, rather than merely hovering over it. Under previous interpretations, if any part of the ball was directly above the line (even without touching the ground), it was considered a fair ball.
