You're almost right, except you're not. Before you get close to a gate, there's a line on the ground and signs informing you that you are now on federal property and that different rules apply. It's not public property anymore. Had he walked up there NOT filming and asked if he could, they probably would have stayed polite. But he started fucking with them trying to press his rights, when he's standing on ground that runs on very different rules. If you haven't been in the military or on a base before, you would have no idea. BUT, if you've ever been through one of those gates, you'd know that shit.
