Sure there is, it gets discussed all the time. Voting is restricted to the net producers, the net taxpayers. So all those living on the taxpayer's dime can't keep voting for others' money and the politicians can't keep buying their votes with others' money. (Still need to handle the form of government pork/legal corruption though)
The hurdle is getting there from here given our current broken voting system.

Debt is the failure mode of democracy. It’s just the tragedy of the commons. No one wants to pay taxes but everyone wants their gibs. Solution: punt it to the next generation. There is no possible democratic solution to this.

The problem is not "central bankers" or "uniparty" or "president" or anything. It's voters. They do not care about the debt enough to matter, BUT they most certainly DO CARE about the cuts that occur. Whichever party crushes the debt (mostly by crushing Social Security) will instantly lose the next election by insane margins, and Social Security will be reinstated.
