The vendor needed a target list and the buildout needed a threat justification. Build the tool, then the threat.

They are creating the problem, defining the category and pushing people into it so they have a boogeyman to point at. Nobody had that level of opposition to the issue until they started causing problems ramming through their agenda. The problem category is a direct result of how hard they intend to push and how pissed off they anticipate people will become. They are fully aware of what they are doing.
