I think that it's realistic to separate Kampala from the rest of Buganda if you're measuring poverty. Kampala is highly urbanized, more economically developed, densely populated etc. If Kampala is included inside Buganda without separate reporting, it would lower Buganda’s poverty average and hide real conditions in other districts( say Rakai or Kalangala). Statistically it's correct and genuine!
