Most cluster bombs will fall between empty spaces. Industrial sites aren't as easy to strike as people think.

@cirnosad Against refineries a concentration off missiles with cluster warheads deployed at the proper time could equal a nuclear attack. Cruise missile attacks on critical irreplaceable parts of a refinery can cause similar damage.
