In a disturbing new development in Britain's long-running battle against child grooming gangs, rogue vape shops and mini-marts in Dudley, West Midlands, have been exposed as the latest fronts for organised child sexual exploitation.
These seemingly innocent high-street businesses, often selling illegal single-use disposable vapes, are being used to lure vulnerable schoolchildren, some as young as 11, into dangerous situations.
Trading standards officers, have raided and closed nearly 40 of these premises in Dudley over the past year, describe a chilling pattern, children are offered free vapes or other illicit goods in exchange for sexual favours.
Frontline officers have received direct complaints from the public and victims detailing how youngsters are targeted. One enforcement officer, speaking in a recent Channel 4 News investigation, called it an epidemic of child exploitation, with these shops functioning as modern-day grooming hubs embedded on everyday high streets.
Raids have uncovered disturbing items that point to premeditated exploitation. Officers routinely find staff carrying large quantities of condoms. In one case, a Kurdish-language phrasebook was discovered, containing translated English phrases such as you're pretty, you're young and beautiful and other similar lines, described by investigators as creepy, scripted grooming material clearly intended to flatter and manipulate young vulnerable girls.
These findings tie into broader organised criminal networks. Many shops are linked to gangs profiting from the booming black market in banned disposables, illicit cigarettes and potentially drugs.
When premises are shut down or eviction notices served, these shops often reopen quickly under new names to evade enforcement.
The government's 2025 ban on disposable vapes was intended to curb youth addiction and reduce litter, but it has driven the trade underground.
Criminal groups have adapted swiftly, turning these pop-up shops into lucrative operations that now carry an even darker risk, the risk of sexual exploitation.
This is not an isolated issue, it's the same playbook with updated tactics. The same patterns that devastated communities in Rotherham, Rochdale and Telford, the targeted grooming of vulnerable girls, exploitation by organised groups and slow or hesitant official responses.
The grooming patterns are reappearing, just with different bait, a different shop front and a different ethnicity.
This evolving threat must be confronted head-on before another generation of children pays the price.
