This location is right outside Cartier on E 52nd on the south side of the street. It is one of the busiest places in NYC during the day but fairly quiet at 11:30pm on a Monday. There is really no reason to park there at that time. No bars or restaurants open at 11;30 pm at the location. There are cameras everywhere here so it’s likely been captured on video. This incident is bizarre and many questions need to be answered.
