Useful data, but a cautionary flag that because of @EdNCES data lags, these are 2023 numbers — meaning they don’t reflect @milwaukeemps’ subsequent 2nd referendum and 30% property tax hike. Which makes MPS being in the 89th percentile of mid-large districts even more notable…

WI’s school funding system is broken. It was built 30 years ago to fund districts & hold down property taxes — it’s now failing at both jobs. As demographics shift, a system only built to get bigger is ill-equipped for enrollment declines & parental choice. We need new tools.

2) Dan walks up to the critical driver here — declining enrollment — but doesn’t address districts’ failure to rightsize in response to them. We @cfc_mke have pointed out the most egregious issues at MPS — 30% fewer kids, yet no action at all — but it’s a broader challenge.

A wide range of stakeholders found the No Child Left Behind era accountability measures annoying, but results continually got better for students at all levels while they were in place and things have gotten worse since they went away. slowboring.com/p/ed-tech-is-n…

Among the broken parts of WI’s byzantine school funding system, the school levy tax credit is an area of cross-partisan disdain. Public school advocates dislike that it’s not “spendable”. Fiscal conservatives dislike how it incents districts to spend more. They’re both right!
Patrick McIlheran@PaddyMacMke

Wisconsin's school levy tax credit is supposed to soften the blow of school spending. But it rewards school districts that increase spending faster than average -- at the expense of taxpayers in districts that restrain their spending. Oops. badgerinstitute.org/school-levy-ta…

And, as we noted in the @cfc_mke Friday News Brief, the proposal would have the most inequitable impact in MKE, where 48% of publicly-funded students would be excluded. @StateRepHong, @RepGreta & the other Dems pushing this need to realize - this is bad for kids & bad politics.

Here’s @SenChrisLarson bragging about a @WIAssemblyDems bill that excludes >100k kids — or about 1 in 8(!) WI students. AB 1176’s “automatic increase for voucher schools” provision also hits: -rural public schools sharing special ed services, & -public school open enrollment

The Q is: who’s best to fix this, and how will we ensure ALL students are at the center of the solution — not protecting systems, sectors, or special interests. Because the status quo - academically & financially, is failing far too many of our state’s students.

1) Sincerely, good that we’re no longer saying “test scores don’t matter” 2) Also sincerely, funding does matter — it’s why unequal $ for 1/2 of MKE students has been a core issue for us @cfc_mke 3) as @MilwaukeeMPS & others have shown, more $ w/o accountability = same results

Reading and math proficiency rates have plummeted in the last 25 years, and WI lawmakers’ inaction on addressing the public school funding crisis has contributed to this decline. Learn more about the new lawsuit to change that: fundwipublicschools.org/case

Add @RepRobynVining to the list of @WIAssemblyDems putting special interest group ideologies over MKE’s students. LRB-6488 defunds half of MKE’s kids - who already face a $200M+ unfair funding gap. It’s irresponsible & unfair. Do better, Dems - by ALL our students & schools.
