It's pretty clear that Israel and the US are running parallel campaigns, so there will inevitably be bumped elbows. My suspicion is that the US is steering clear of intentionally offing "Joe terrorist", whereas Israel has a more "personal" approach, aimed directly at overthrowing the regime.
