I was HIT BY A DRIVER in a crosswalk downtown and didn’t call HPD bc I was unaware of the driver’s immigration status and didn’t want to put them at risk. It’s a very real moral quandary for people who are harmed & cannot rely on govt to address it without causing additional harm
