(2/2) Bigger picture: Our position on openness hasn't changed. Open standards are not the same as open source or open governance - UPI uses open standards, but it is not open-source infrastructure, and publishing APIs doesn't make something structurally open. The op-ed was making a sovereignty argument: countries should build their own AI infrastructure, not rent it. India proved with UPI that domestic infrastructure at scale is possible. However, we weren't precise enough about the distinction between that achievement and genuine openness. With AI, we have the chance to build infrastructure that's both sovereign and genuinely open.
