During the Iran–Iraq War, Iraq attempted to turn a Soviet SA-2 SAM into a SSM. Not kidding! They removed the SA-2's radar guidance, replaced it with a simple ballistic flight path, modified the fuze for ground impact, and reused its liquid fuel engine to create a very crude, very short-range strike weapon. It was a clever idea and technically workable, but in practice the missile was too inaccurate and too unreliable. It is not clear if any were ever used operationally against Iran, but UN inspectors confirmed that some prototypes were tested. The SA-2 "SSM" failed, but Iraq took what it learned and built systems like the 150 km range Al Samoud. In simple terms, they took a SAM and used its DNA to create an indigenous SSM capability. 2/2
