Masters nearly died but survived with lasting effects. Runnels pleaded guilty to federal civil rights violation and got 4 years in prison. The family was awarded awarded $6.5 million. The officer was clearly in the wrong with how long he tased the young man. Do you think these devices should have an automatic off after a few seconds and a 30-60 second window before it would work again to prevent this from happening again?
