Secondly many forget that major gas stations and parking lots have agreements with the town to police their stuff as public property.

This woman and her husband have been busy with things they do with their free time. In the mean time since they are busy, their yard has become overgrown and unsightly. The next door neighbor notices this and decides to just mow it himself to help them out, he really has no other motive to do this. The woman is offended and feels like he has no right to come on her property even if he is helping them out.
