Lucknow-Kanpur could in a decade or two anchor the fourth metropolis of India after NCR, MMR, BLR. Demographic weight of Central-Eastern UP and Bihar combined is too large to grow without having a megapolis there and that cannot be Greater Noida/Jewar/NCR, though that will grow.
