None exists. Ideally, the Ministry of Police Affairs, the Interior Ministry or both should draft a framework. The police can then present their input, while civil society and other stakeholders contribute theirs. A committee set up by the President would harmonize it, after which the Minister of Police Affairs presents it to the Senate. While the Senate is working on it, they should also kick-start constitutional amendments to accommodate state police, rather than waiting for a working framework from the President.

When I said President Bola Ahmed Tinubu had no clear operational framework for state police, people argued. Now he’s asking the police to draft one😆 and tiday Olatunji Rilwan Disu has submitted it to the Senate.✍️ That says everything.😭 We’re not serious.
