Canada is the third largest oil exporter in the world. Insulating our domestic oil prices from global prices would mean exporting less oil! That would be a scandalous act in a global energy crisis. Canada has no strategic reserves to help ease this crisis, what we do have is the ability to keep putting our barrels into global markets and getting them to places where the scarcity is greatest = price is highest.
