For BSNL, our government has provided three revival packages totalling ₹3.22 lakh crore. We have dealt with the burden of oil bonds, addressed the “Fragile Five” economy, and undertaken bank restructuring and recapitalization. These were not small amounts but those of ₹3 lakh crore - ₹4 lakh crore, and now even fertiliser subsidies. Wherever there were weaknesses in the economy, they were left unaddressed earlier, and we are now paying for all of it. Yet, we are being questioned about GDP growth and fiscal deficit. The reality is that we are clearing the liabilities left behind. On spectrum allocation, after our government came to power, spectrum in bands such as 700 MHz, 800 MHz, 1800 MHz, 2100 MHz, 2500 MHz and 3300 MHz has been provided to BSNL at auction-determined prices for 4G and 5G services. On BSNL, I must respectfully say that every criticism made against it is incorrect. If anything, BSNL was pushed into a critical condition earlier. It was in the ICU, and we have revived it and brought it back on track. The Union Cabinet has approved revival packages for BSNL. The capital infusion between 2022 and 2023 stands at ₹2.26 lakh crore. This includes spectrum allocation, capital expenditure on infrastructure, AGR dues, and restructuring of the PSU. The Make in India mandate for BSNL is a strength, not a restriction. There is no restriction on BSNL. In fact, under the Atmanirbhar Bharat initiative, BSNL has placed an order for 1 lakh indigenously developed 4G sites for pan-India deployment. As of 28th February 2026, 97,906 sites have been installed with 4G equipment, out of which 96,103 are already operational. Additionally, the BharatNet Programme is strengthening BSNL further. Grant immediate CCS clearance for AMCA, SSN and the 120-140 kN jet engine, and infact set up a special committee to fast-track these projects. 4. Stop importing weapons where proven indigenous alternatives exist, such as Tata WhAP and long-range stand-off missiles. 5. Enact a law to end "khatakhat" 6. Urgently reform municipal governance.






No developed nation allows non-specialists to head highly specialised security forces. Yet in India, all CAPFs (CRPF, BSF, ITBP, SSB, CISF) specialised forces are led by IPS officers with least experience in these forces’ culture, ethos, operations, or personnel welfare. Leadership is not merit-based but determined solely by IPS seniority. Worse, the practice extends beyond the DG post, SDGs and ADGs are also routinely filled by “parachuted” IPS officers, sidelining about 13,000 seasoned CAPF cadre officers with 30–35 years of frontline experience. Deputation quotas for IPS remain grossly disproportionate: 20% at DIG, 50% at IG, 66% at ADG, 100% at SDG and DG levels. This ensures that some cadre officers reach DIG, fee reach IG, none or one at ADG and no one reach’s SDG or DG. Major policy decisions stay firmly in IPS hands. CAPF officers, selected through rigorous UPSC exams tailored for each force’s unique role (border defence, internal security, CI ops, aviation, vital installation & industrial security, VIP protection), are systematically marginalised. If the proposed legislation passes as per media reports, it will be a lasting stain on the present government. The Supreme Court has twice upheld cadre officers grievances and dismissed the Government’s review petition, directing phased reduction of deputation-not its entrenchment through new law. This reflects a colonial mindset: the belief that CAPFs cannot be trusted under their own officers. It mirrors the Kauravas’ refusal to yield even five villages, an intransigence that led to the Mahabharata. Good sense must prevail, it must stop immediately as lots of disharmony it has already caused in these forces.
