Employer-side national insurance has a neat feature which is that it's typically chargeable on the location of work. Which is why the French devolve it to local governments and let them charge it at higher rates to fund the local infrastructure that gets people to work.

The incidence of raising employer-side national insurance contributions is pretty quickly and pretty much all on the employee. So it is pretty much a tax on working people. It would be good if Labour raised, especially if they devolved the right to raise it even more like France.
