I think the idea is simple. Losses during the first 45 games of the season count as a point. Then, wins for the remaining 37 games count as a point. The 14 teams who miss the playoffs are then placed in order of number of points. You either make that the order of the draft, or that’s the order of the lottery.

@NBA draft lottery should be replaced by a 10 team single elimination tournament. The winner gets the first pick. Consolation games will be played to determine spots 3-10. If a team has traded their picks, their games will be forfeited and awarded the 10th pick. #notanks
