The root problem isn't that people aren't following the rules. The problem is the rules aren't designed to prevent conflicts of interest in all the forms in which they can occur. At the end of the day, the system relies on the personal integrity of the individual.

The problem with the conflict of interest screen for Champagne is that everyone KNOWS who is spouse/partner is regardless of the screen, just as everyone knew the connection between the Aga Khan and Trudeau and everyone knows Carney's connection to Brookfield. To believe that doesn't affect the thinking of businesses, lobbyists, bureaucrats etc, is absurd.

Her brother is the CEO of Intelcom/Dragonfly - a delivery company which is linked to La Caisse - a partner with Brookfield. (NB: “La Caisse de dépôt et placement du Québec (CDPQ) is an investor in Intelcom, a major Canadian courier and logistics company, supporting its operations and growth. This partnership links one of Canada's largest institutional investors with a key player in e-commerce delivery.”) Melanie’s brother - Jean Sébastien Joly - received loans from the Business Development Bank of Canada - owned by the Federal Government as a “Crown Corporation”. He is viewed as a prominent Quebec businessman who has served as the President, CEO since 2015 and he is now the owner of Intelcom Courier Canada Inc. (Dragonfly). Intelcom is no longer linked to Canada Post and that company alone independently delivers all of Amazon’s parcels. Or should we say ‘misdelivers’? Many of the drivers can’t speak English and often parcels are not delivered to the right address or they are returned without cause. Due to Jean Sebastien’s role and potential conflicts of interest, a “screening measure” was established to separate his business interests from Mélanie Joly's federal ministerial duties.  However, no information or details are available about that screening measure.

CSIS and the RCMP had us profiled, knew every detail of our lives, and listed us on their IMVE list before we even arrived in Ottawa. They absolutely know who this man is. They put him there. I have two engineering degrees. One was done in Canada prior to joining the military. My MSc was sponsored by the military, but afterwards I had to serve four mandatory more years. When joining the RCAF I missed the aerospace engineering signing bonus by 6 months (I came in too early), so the military got me for essentially free for 20 years for my undergrad compared to an officer who went to RMC. I received student loans for my undergrad as I was an orphan (I list my parents at the age of six) and was forgiven $15,000 as a grant, but had to pay back $35,000 in 1990's money. I paid every cent back, early, via the extra money I earned going to Afghanistan for this forsaken country. So it's rich that a guy named Patrick Pichette (who lives in London, England btw), who benefited from the US immigration system and made his fortune there, would want to limit Canadians' opportunities. It's essentially, it's good for me, but not for you. The hypocrisy of this obvious Liberal (who sat on the Justin Trudeau foundation) is off the charts.

The Liberal party has Patrick Pichette a former Senior VP of Google on stage who lives in Europe by the way, say that if Canadians want to leave Canada to work in the US they need to pay an exit tax of half a million dollars. The guy did the very thing to get a Microsoft job decades ago and paid 30 bucks. Now he wants young Canadians to be trapped here. The Liberals are nuts.
