It seems like flashback baby Kris IS younger than Frisk, which makes sense! If they were Frisk's age before Dessapearance that'd mean Dess was 19-ish when she disappeared (same age as Burgerpants, Catty and Bratty), which is... well that's just not true!

This interaction isn’t provably explainable with Lightner intervention (yet.) There are other examples, but this is the most bizarre imo.
