In serious countries, the guy that signed that certificate of financial implication would resign immediately after that BOU Submission. What do u mean the Bill has no financial implication when the Governor BOU is saying our currency would be heavily depreciated?

@BOU_Official represented by The Governor slams the Sovereignty Bill. Current BoP have always been negative. Last year’s surplus was attained through foreign remittances of $ 1.5BN. National reserves stand at $6BN and this which bill will greatly tamper with the flows is an ECONOMIC DISASTER. A country without reserves is not SOVEREIGN #RejectSovereigntyBill

Dear Ugandans, once in a while, we need to honestly reflect on the direction our country is taking and where it is leading us. The Sovereignty Bill raises serious concerns because it signals a move toward tighter control over people’s voices, choices, and civic space. A country cannot grow when laws begin to feel like they are limiting the very citizens they are meant to serve. We have already been controlled in many ways for too long and now this feels like another step in the same direction. We need laws that protect rights, strengthen accountability and build trust not systems that silence, restrict, or push people further into fear. #RejectSovereigntyBill

At this moment, as we get the chance to vote again in 2031, it is important to reflect on the subjects Members of Parliament were taught in school. This Bill is not about politics, it is Economics and Mathematics at its core. We are dealing with balance of payments, foreign inflows, reserves and overall financial stability of the country. These are not abstract ideas, they are core economic principles that determine whether a nation remains stable or vulnerable. Even a person who is not formally educated, once you explain the implications of the Sovereignty Bill, would naturally say NO to it. Yet we are seeing such proposals being supported by people with a high level of education, individuals expected to fully understand the economic consequences of such decisions. Last week, Uganda officially began rolling out Lenacapavir countrywide. As someone who has spent years advocating for equitable HIV prevention for key populations, I want to be honest about why this moment matters, and why we cannot afford to get the rollout wrong. This drug is remarkable. Two injections a year. No daily pill. No hiding medication. And the clinical trial that proved it works was conducted right here in Uganda, with Ugandan communities at the centre of that science. But 19,200 doses cover fewer than 10,000 people. Uganda records 1,000 new HIV infections every week. The drug has arrived. The equity question has not been answered yet. Key populations, including sex workers, MSM, transgender persons, and people who use drugs, bear a disproportionate burden of new HIV infections in this country. They must be explicitly included in distribution planning. Not as an afterthought. As a priority. If you are HIV-negative and at risk, go to your nearest health facility and ask for Lenacapavir. You have the right to ask. You have the right to be protected. This is our science. This is #OurShot.

The introduction of the Protection of Sovereignty Bill, 2026 creates a difficult situation that affects all NGOs in Uganda. By labeling vital work as ‘undue influence,’ the bill follows a pattern that started with the Anti-Homosexuality Act. At that time, many in civil society stayed quiet because they thought the law didn’t affect them; however, that silence created a path for the broader shrinking of civic space we see now. Today, this pressure is reaching the very organizations everyone relies on for healthcare, education, and human rights.
