So water is already there from the start of the account. Day 2 (verse 6-8) is just when God separates those existing waters to create the sky/firmament between them. Scientifically water H2O arises naturally from hydrogen oxygen fusion in stars and chemical reactions in space or on planets no divine intervention required to explain its existence.
Whether God ultimately created it is a matter of faith not testable by science. What do you believe?
