The recent news from Maiduguri, Borno State, is profoundly upsetting. I mourn those who lost their lives, sympathise with the injured and stand in solidarity with the people of Borno during this challenging time. I want to make it categorically clear that these acts of terror are the final desperate and frantic attempts by criminals and terrorist elements trying to instil and spread fear, as they are under constant pressure from our brave armed forces and security agencies operating in various theatres. We will continue to intensify our efforts against all criminal elements, wherever they may be. I must commend the courage and fighting spirit of our patriotic troops who successfully repelled the coordinated attacks by these terrorists on military positions in the state. The Monday attacks were desperate acts of the evil-minded terrorist groups. Our gallant military and civilian task forces will curtail and put them down. Just last weekend, during a security meeting with leaders of security and intelligence agencies, I approved additional equipment and operational support to enhance their capabilities. This effort is already in progress. Additionally, I have directed security chiefs to move to Maiduguri to take charge of the situation. I have also directed the emergency agencies to provide proper care for the injured. There is no place in Nigeria where terrorists will find safety. Today, on International Women’s Day, I celebrate the women of Nigeria, at home and abroad. Across our homes, farms, markets, offices, and the halls of leadership, Nigerian women continue to demonstrate strength, courage, and determination that help hold our nation together. They are mothers who nurture, entrepreneurs who build, professionals who lead, and citizens who continue to shape the destiny of our country with resilience and dignity. Nigeria’s progress has always carried the imprint of women who refused to accept limits placed before them. From those who fought for our democracy to the millions who labour daily to support their families and communities, their contributions to nation-building are profound. Our duty as a government and as a society is to continue creating the conditions where every Nigerian girl can learn, every woman can thrive economically, and every voice can contribute to our national development. His humility is genuine, and his wisdom runs deep beyond the ordinary. His contributions to our nation extend beyond the pulpit—where he ministers to souls—to philanthropy, healthcare, education, and economic empowerment. We celebrate the grace of stewardship and leadership upon the life of Pastor Adeboye, fondly called Daddy G.O., as he marks his 84th birthday on March 2, 2026. I have accepted the resignation of the Inspector General of Police, Mr Kayode Egbetokun, following his letter citing pressing family considerations. I thank him for his decades of distinguished service to the Nigeria Police Force and our nation. His dedication, professionalism and commitment to strengthening our internal security architecture are deeply appreciated. In view of the current security challenges and in accordance with extant laws, I have approved the appointment of Assistant Inspector General of Police Tunji Disu as Acting Inspector General of Police with immediate effect. I am confident that his experience, operational depth and leadership capacity will provide steady direction for the Force at this critical time. In line with the Police Act 2020, I will convene the Nigeria Police Council shortly to formally consider his appointment as substantive Inspector General of Police before transmitting his name to the Senate for confirmation. Our administration remains unwavering in its commitment to strengthening national security and ensuring that the Nigeria Police Force is professional, accountable and fully equipped to discharge its constitutional responsibilities. Tonight, I hosted our State Governors to an interfaith breaking of the fast as Muslims observe Ramadan and Christians journey through Lent. In this sacred season for two of the major faiths in our dear country, we are reminded that beyond politics and policy, we are first a people of conscience. I commended the Governors for their efforts so far and for the various outreaches they have carried out this holy month. But I also challenged them to do more. To reach the young man who feels forgotten. To lift the woman who carries her family on tired shoulders. To touch the communities at the grassroots where hope sometimes flickers. Development must not recognise religion. Compassion must not recognise tribe. Opportunity must not recognise status. I am determined to rescue this country. And as long as we work together in delivering hope to our citizens, the best is yet to come for Nigeria. What I promised Nigerians will not be postponed. Security is the foundation of prosperity. Without it, farms cannot flourish, businesses cannot grow, and families cannot sleep in peace. We will establish state police to curb insecurity. This is not about politics. It is about practicality. It is about empowering states with the tools to protect their people while strengthening our national framework. We must be bold enough to reform what is not working. Dear Nigerians, Effective February 13, 2026, I signed an Executive Order to restore what belongs to the Nigerian people. For too long, excessive deductions, overlapping funds, and structural distortions in the oil and gas sector have weakened remittances to the Federation Account. When revenues meant for federal, state, and local governments are trapped in layers of charges and retention mechanisms, development suffers. That must end. With Order 9 of 2026 (Presidential Executive Order to Safeguard Federation Oil and Gas Revenues and Provide Regulatory Clarity, 2026) which has now been gazetted, all Royalty Oil, Tax Oil, Profit Oil, Profit Gas, and other government entitlements under Production Sharing and related contracts will now be paid directly into the Federation Account. The additional 30 per cent management fee and the 30 per cent Frontier Exploration deduction will no longer stand in the way of national revenue. Our objective is transparency, accountability, and full constitutional compliance. Oil and gas revenues must serve the Nigerian people first and this reform is about fairness and fiscal responsibility. As we strengthen national security, invest in education, expand healthcare, stabilise the economy, and advance our energy transition, every legitimate naira due to the Federation must be protected. NNPC Limited will operate strictly as a commercial enterprise, as intended under law. The era of duplicative deductions and fragmented oversight is over. Our administration will also undertake a comprehensive review of the Petroleum Industry Act to address structural and fiscal anomalies that weaken national revenue. I have also approved the establishment of an Implementation Committee to oversee and ensure the effective, coordinated implementation of the executive order. Nigeria can no longer afford leakage where there should be leadership. We are safeguarding the Federation Account. We are strengthening our budget. We are acting in the national interest. After every election cycle, we owe Nigerians an honest look at what worked and what must work better. That is how serious democracies behave, and our laws must grow with experience. Today, I signed the final amendments to the 2022 Electoral Act into law. These amendments are not about politics. They are about process. They are about closing gaps, strengthening procedures, and providing greater clarity to those who conduct and participate in our elections. When citizens walk into a polling unit, they must do so with confidence. When results are declared, they must be trusted. That confidence is built deliberately, and not by chance. I sincerely thank the National Assembly for its cooperation and sense of national responsibility in bringing this process to a successful conclusion. Our responsibility remains to keep improving the system so that the people’s will is expressed clearly, peacefully, and credibly. With profound reverence to God Almighty, I greet the Christian and Muslim faithful on the solemn occasions of Lent and Ramadan. This year, Lent and Ramadan begin on the same day. This is not a common occurrence, and it reminds us that as a people of faith, we share a lot in common and are one people under God. For Christians, the Lenten season is a time for fasting, abstinence, and penitence, following Jesus Christ's example in the wilderness before His crucifixion, which brought salvation to mankind. For Muslims, Ramadan is a hallowed season that reflects total submission to God Almighty and His command of sacrifice, devotion, service, and communal love and giving. It marks one of the five pillars of Islam. Beyond the obligatory fasting, Ramadan calls for deep spiritual reflection in obedience to Islam's injunctions. As a nation and as a people, I urge us, as we embark on these important observances, to ensure good neighbourliness, promote peace, unity, and stability, and pray for the progress and security of our nation. Let us live by the good precepts of our faiths and be honourable in our duty to God and fellow humans. I pray that the lessons, blessings, and joys of these sacred seasons abide with us always. I join the rest of the world and the people of the United States of America to mourn the passing of civil rights icon and renowned Baptist preacher, Reverend Jesse Jackson, who passed away this morning at the age of 84. Reverend Jackson was a servant-leader who captured the global imagination as a young activist, alongside civil rights leader Martin Luther King Jr., fighting for the dignity of black people, the oppressed, and the voiceless in the United States and across the world. Although he built a career working as a preacher and active political organiser, Reverend Jackson became a national and global icon, demanding improved social and economic conditions for African-Americans. Along with other compatriots, Reverend Jackson carried on the unfinished business of Martin Luther King Jnr in the noble fight for racial justice in the United States. As a student in the United States in the 1970s, I lived in Chicago, the same city where Reverend Jackson fought the most important battles against injustice and all forms of discrimination. I witnessed firsthand how, as a faithful servant of God and humanity, he pointed the arc of American society to the great promise of the American dream. As a community organiser and activist, Rev. Jackson was an influential figure in American politics and global affairs. If Barack Obama became the first Black American president, it was because Reverend Jackson and his fellow activists did not relent in their march for justice, reminding America of its values and creed. When Barack Obama broke the glass ceiling as the first Black President in America, it was Reverend Jackson who first inflicted the cracks on the ceiling in 1984 and again in 1988 when he offered himself as a Democratic Party presidential contender. Reverend Jackson was a great friend of Nigeria and Africa. He was a moral voice and a formidable resistance to apartheid in South Africa. He played a leading role in the campaign for the release from prison of Nelson Mandela and other African National Congress leaders. He won critical support for sanctions against the then apartheid government. During the dark era of military dictatorship in Nigeria, Reverend Jackson stood in defence of human rights and the restoration of democratic rule. He was the Special Envoy appointed by President Bill Clinton to Nigeria and Africa in 1997 and 1999. In Nigeria and across Africa, Reverend Jackson promoted civil liberties and advanced the course of democracy and good governance. He also helped link African leaders with the Congressional Black Caucus to promote Africa’s interests in Washington. Reverend Jackson lived a remarkable life as a strong voice for the universal ideals of justice and human progress. Even as age and illness mellowed him, his voice still resonated, urging us never to stop fighting for what is right and never to lose faith in humanity. He wanted us to “keep hope alive”. I commend the signing of the strategic Memorandum of Understanding between Nigeria’s BUA Group @BUAgroup and UAE-based AD Ports Group and MAIR Group in Abu Dhabi today. Only last month, upon the invitation of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates, we witnessed the signing of the Nigeria–UAE Comprehensive Economic Partnership Agreement to boost cooperation between Nigeria and the United Arab Emirates. This signing therefore represents a significant industrial and trade breakthrough arising from renewed and improved Nigeria–UAE engagement under our administration, and a tangible dividend of strengthened diplomatic ties and expanding economic cooperation, following my recent state visits and high-level engagements that prioritised trade, investment, infrastructure, and food security. The partnership between the three companies explores collaboration in sugar refining, agro-industrial development, and integrated global logistics solutions, with sugar refining and advanced logistics infrastructure to be developed at the Khalifa Ports in the UAE to enhance food security, value addition, strengthen supply chain resilience, and also deepen structured trade flows between West Africa, the Gulf region, and Asia. I have always maintained that strategic diplomacy must translate into measurable economic gains. I therefore commend the BUA Group Chairman, Alhaji Abdul Samad Rabiu @asr_rabiu, and his BUA team for aligning with our administration’s vision for Nigerian industrialisation and showing that Nigerian companies are capable of playing on the global stage, even as this administration continues to deepen partnerships that attract investment, expand exports, strengthen Nigerian enterprise, and deliver sustainable prosperity. ~ Bola Ahmed Tinubu, GCFR President of the Federal Republic of Nigeria

Before joining the Argungu Festival, I commissioned key projects in Birnin Kebbi: the Bola Ahmed Tinubu Secretariat Complex, a new modern motor park, dual carriageways, a college of nursing, and critical road infrastructure. Development must touch lives directly. Kebbi's progress in agriculture, healthcare, education, and civil service welfare demonstrates what purposeful leadership can achieve when federal and state governments work together. From fertiliser support to hospital rehabilitation, from classrooms to road networks, the foundation for long term prosperity is being laid. The Argungu Festival shows the world our heritage and our infrastructure shows the world our ambition. Together, let it tell one story that, Nigeria is stable, Nigeria is building, and Nigeria is ready. We will deepen our support for agriculture, tourism, food security, and rural communities across the federation. Today in Argungu, I witnessed more than a festival. I witnessed a people reclaiming their peace. The 61st Argungu International Fishing and Cultural Festival is proof that stability is gradually returning, that normalcy is taking root, and that our investments in security are yielding results. Over 50,000 fishermen gathered at Matan Fada. Culture flourished. Competition thrived. Communities celebrated without fear. This is not accidental. It is the product of coordinated security efforts, intelligence work, and community partnership. We will win the fight against insecurity. Our farmers, fishermen, traders, and families must live and work in safety. Argungu is also a reminder that culture is commerce. Tourism is opportunity. Agriculture is prosperity. We will continue to support Kebbi State and every state committed to food security, rural development, youth empowerment, and infrastructure growth. Nigeria is moving forward. Peace by peace. Harvest by harvest. Community by community. Renewed Hope is alive in Argungu.

Through our development finance institutions, such as the Bank of Industry, we are empowering MSMEs, women-owned enterprises, youth innovators, and large-scale industry alike. Production remains our pathway to prosperity. N51 billion supported nano enterprises. N32 billion went to micro businesses. N178 billion strengthened SMEs. N375 billion financed large industries. 1.6 million jobs were created and retained. 957,400 Nigerians benefited under the Presidential Conditional Grant Scheme. Youth-owned enterprises accessed N12 billion. Women entrepreneurs benefited from a dedicated N10 billion facility. This is how we build a resilient economy. We must keep financing production, rewarding enterprise, and expanding opportunity to every level of our society. In 2025, the Bank of Industry @bankofindustry disbursed a historic N636 billion to more than 7,000 Nigerian enterprises, the highest annual financing in its history. N202 billion went to agro-allied industries. N100 billion to critical infrastructure. N79 billion to manufacturing. N77 billion to extractive industries. N55 billion to services. These are not abstract numbers. They represent factories expanding capacity, farmers linked to processors, power extended to communities, and businesses strengthened across our nation. In a challenging global environment, Nigeria chose reform, discipline, and productive investment. When institutions are strengthened and aligned with national priorities, Nigeria delivers. Our commitment to industrial growth is firm, and the results are measurable.

In 2025, from individual champions in athletics and other sports, to our winning female football and basketball teams as well as the Super Eagles who despite their bronze medal at AFCON2025, captured our hearts, scores of athletes representing Nigeria made our nation proud. Sports is one of our strongest brands as a nation. It unifies us, breaks all our fault lines, inspires belief, and builds a sense of community that cuts across age, language, ethnicity, religion, and social status. Over the past year, Nigerian athletes in various disciplines carried our flag with courage and pride across Africa and the world with Nigeria cumulatively winning an unprecedented 373 medals across all sports in 2025. From grassroots competitions to continental and global stages, the evidence is clear that when talent is supported with structure and preparation, Nigeria delivers. I commend the National Sports Commission for the progress and successes inspite of the challenges. I salute the leadership of the NSC under the chairmanship of Malam Shehu Dikko for driving the reform agenda towards the resetting, refocusing, and relaunching of the sports sector in alignment with the renewed hope agenda and shared prosperity vission of my administration. Yet we must be honest. For too long, sports funding was slowed by bureaucracy, fragmented across institutions, and when funds are released, they come too late to support proper preparation and even participation. Likewise, no meaningful investment is made towards sports infrastructure development and maintenance that meets international benchmarks. That cycle undermined performance and placed our athletes at a disadvantage. This must change. I have therefore approved and directed the relevant ministries of Finance, Budget and Economic Planning and the Budget Office of the Federation for the resetting of sports funding to ensure that henceforth as from the 2026 fiscal year adequate provisions for sporting Infrastructure development, maintenance, sporting activities, programs, events and participation in international competitions are made annually in the national budget, and that all Funds so appropriated are released immediately once the budget is passed and assented to. Nigerian athletes deserve certainty, not excuses. In addition, allocations for sporting activities currently spread across MDAs will be reviewed, restructured and streamlined, with the savings transferred into a unified funding framework under the National Sports Commission to strengthen domestic programs and international sports participation. These reforms are anchored on the Renewed Hope Initiative for Nigeria’s Sports Economy, RHINSE, which positions sports as a driver for job creation, tourism, investment, and global influence. In addition, through scientific elite athlete development, active grassroots participation, revitalised federations, and the hosting of major international events at home, we are building a sports ecosystem that works. Indeed, sports is our national asset and thus must be administered, managed, and funded in alignment with its special nature and demands devoid of any bureaucratic bottlenecks. The future of Nigerian sports will be planned, properly funded, and competitive. We will support our athletes early, prepare them thoroughly, and celebrate them proudly. Today, I met with the Executive Governor of Kwara State, Abdulrahman Abdulrazaq @RealAARahman, to be debriefed on the incident in Kaiama LGA. I condemn in the strongest terms this cowardly and beastly attack. The gunmen are heartless for choosing soft targets in their doomed campaign of terror. Their actions offend our humanity, our faith, and our shared values as a nation. Yesterday, I directed the immediate deployment of an army battalion to Kaiama Local Government Area of Kwara State following the horrific attack on innocent villagers in Worro. This new military command will spearhead Operation Savannah Shield to checkmate these barbaric terrorists and protect defenceless communities. It is particularly disturbing that the victims were killed because they rejected an attempt at forced indoctrination. As I said, “It is commendable that the community members, even though Muslims, refused to be conscripted into a weird belief that promoted violence over peace and dialogue.” Nigeria will never surrender its people to extremism and terrorism masquerading as faith. I have further directed close collaboration between federal and state agencies to provide immediate support and relief to the affected community and to ensure that those responsible for this atrocity are pursued and brought to justice, just like other terrorists before them. They will not go scot-free. I pray for the repose of the souls of the departed and extend my deepest condolences to the families who have lost loved ones.
