एक जवान की कमांडर न बन‌ पाने‌ की व्यथा और असहायपन का आपने बहुत अच्छी तरह वर्णन किया है। सिर्फ एक तथ्य को ठीक करना चाहूंगा, दिल्ली पुलिस की देखा-देखी करते लांस नायक और नायक के पद अलग अलग समय पर नहीं बल्कि एक ही समय में ही समाप्त कर दिए गए थे। एक जवान जो पहले 8 वर्षों में NCO बन जाता था अब हेड कांस्टेबल बनने के लिए 22 वर्षों तक घुटने घिसता रहता है! न जाने इसके पीछे किस के दिमाग की उपज और समझ रही होगी!

*"कमांडर: एक मृगतृष्णा"* यह कहानी है सीमा सुरक्षा बल के एक जांबाज (और थोड़े बदकिस्मत) *सिपाही हनुमान प्रसाद* की। जब हनुमान प्रसाद भर्ती हुए थे, तो उनके सीने का घेरा और उनके अरमानों का घेरा, दोनों ही सरकारी मापदंडों से काफी ऊपर थे। उनका सामना जब कंपनी कमांडर राम सिंह से हुआ तो उनकी प्रेरणा से एक ही सपना जागा था, *'कमांडर'* बनना। उन्हें लगा था कि फौज की सीढ़ी चढ़ना उतना ही आसान है जितना पीटी में 'सावधान' होना। ​अरमानों का 'लेंस' और धुंधला भविष्य ​भर्ती के दस साल बीत गए। हनुमान प्रसाद ने सोचा, *"अब तो कंधे पर एक पट्टी लगेगी, 'लेंस नायक' बनूंगा और कम से कम मेस में दो जवान तो मेरी बात मानेंगे।"* लेकिन तभी विभाग का फरमान आया— "लेंस नायक का पद ही हटा दिया गया है!" हनुमान प्रसाद ने कलेजा थाम लिया। जिस सीढ़ी का पहला डंडा पकड़ने वाले थे, विभाग ने वही डंडा गायब कर दिया। उन्होंने खुद को दिलासा दिया, "कोई बात नहीं, सीधे 'नायक' बनकर ड्यूटी करते हुए बॉर्डर पर कमांडरी की दहाड़ मारूंगा।" ​'नायक' नहीं, खलनायक बनी किस्मत ​सर्विस के 15 साल पूरे हुए। हनुमान प्रसाद की आंखों में *'दो फीतियों'* के सपने नाच रहे थे। पर साहब, किस्मत तो बॉर्डर पार वाली धुंध की तरह निकली। *रीस्ट्रक्चरिंग की ऐसी हवा चली कि 'नायक' का पद भी इतिहास के पन्नों में दफन हो गया।* हनुमान प्रसाद सिपाही के सिपाही ही रह गए, बस उनके घुटनों का ग्रीस थोड़ा कम हो गया था। ​सेक्शन कमांडर का 'शिफ्टिंग' सपना तब फिर चकनाचूर हो गया, ​जब सर्विस *22 साल की हुई, तो हनुमान प्रसाद हवलदार (HC) बने।* उन्होंने मन ही मन मूछों को ताव दिया— "चलो, अब हवलदार साहब बनकर सेक्शन कमांडर की कमान संभालेंगे।" ​तभी पता चला कि नियम बदल गए हैं। *​हवलदार: अब सेक्शन कमांडर नहीं, बल्कि 'सेक्शन टू-आई-सी' (2IC) बन गया (यानी कमांडर का पिछलग्गू)।* *​ASI: जनाब को सेक्शन कमांडर की गद्दी दे दी गई।* हनुमान प्रसाद ने सोचा, "चलो, ASI बनकर ही सही, पर कमांडर तो कहलाऊंगा!" पर जब ASI बने, तो एक नई दुविधा खड़ी हो गई। वो *न तो पूरी तरह 'जवानों' में गिने जाते थे, न ही 'सबोर्डिनेट ऑफिसर' (SO) की इज्जत मिलती थी। वो तो बस 'बीच के बिच्छू' बनकर रह गए।* ​और पूरे हौसलों के साथ, ​हार न मानते हुए हनुमान प्रसाद ने अगला लक्ष्य साधा— सब-इंस्पेक्टर (SI)। उन्होंने सोचा, *"SI बनते ही 'प्लाटून कमांडर' बनूंगा। कम से कम तीस-चालीस जवान तो मेरे पीछे चलेंगे।"* बीओपी पर पोस्ट कमांडर बनकर अलग ठाठ बाट होगा। ​जैसे ही उनके कंधे पर दो सितारे चमके, विभाग ने फिर से बाजी पलट दी। ​SI को प्लाटून कमांडर से हटाकर 'कंपनी स्टाफ' बना दिया गया। (यानी अब फिर से सीटी और रजिस्टर पकड़ा दिया) और​इंस्पेक्टर को प्लाटून कमांडर बना दिया गया। ​ हनुमान प्रसाद अपना सिर पकड़कर बैठ गए। *वो जिस भी पद को पाने के लिए दौड़ते, विभाग उस पद की 'कमांडिंग पावर' ही छीन लेता।* *​उपसंहार: 40 साल और अधूरा ख्वाब* *​आज हनुमान प्रसाद को सर्विस करते हुए 40 साल हो गए हैं। वो सब-इंस्पेक्टर बन चुके हैं। वर्दी पर सितारे हैं, पर वो 'कमांडर' आज भी नहीं बन पाए। जिस 'कमांडर' शब्द के पीछे वो सिपाही से चले थे, वो पद अब उनसे दो रैंक आगे खिसक चुका है। और 30 अप्रैल को रिटायरमेंट का दिन आ गया है।* ​हनुमान प्रसाद की व्यथा बस इतनी है: *​"साहब, हम तो कमांडर बनने के लिए दौड़ते रहे, पर विभाग ने हर बार फिनिशिंग लाइन ही आगे खिसका दी।* अब तो लगता है कि अगर मैं कल को डीजी (DG) भी बन जाऊं, तो पता चला है कि सरकार ने सी ए पी एफ बिल लाकर कह दिया है कि *'अब जो भी डीजी कमांड करेगा, वो सिर्फ भारतीय पुलिस सेवा से होगा!'"** और इससे उनके प्रेरणास्रोत कंपनी कमांडर श्री ​रामसिंह के भी सपने आहत हुए हैं। हनुमान प्रसाद अब रिटायरमेंट की राह देख रहे हैं, और उनका एकमात्र संतोष यह है कि कम से कम घर जाकर वो अपनी पत्नी पर 'कमांड' चला सकेंगे... हालांकि उन्हें डर है कि वहां भी उनकी 'रीस्ट्रक्चरिंग' न हो जाए! *सी.सु.ब. का ताउम्र जवान*

CCTV footage led to Dr. Adil Ahmed Rather of Saharanpur, which led to Dr. Muzzamil Shakeel, the seizure of 3,000 kg of IED-making material, and finally to a full-blown terror module stretching from Kashmir to Delhi and Faridabad. Yes, one blast did happen, but had the J&K Police not acted when they did, those explosives, ten to fifteen times more than Pulwama, could have unleashed devastation on a scale this country hasn’t seen since 26/11. This is how policing should work: alert eyes, curious minds, and relentless follow-through. J&K Police, Haryana Police, UP Police, and everyone else involved, well done. @kunal492001 सर, मकान का किराया 210 रुपए नहीं है। सैलरी का बेसिक+महंगाई भत्ते का 10/20/30 प्रतिशत (शहर के हिसाब से) HRA (HOUSE RENT ALLOWANCE) मिलता है। अगर आपको सरकार आवास मिलता है तो यह भत्ता नहीं मिलता और मेंटनेंस के लिए कुछ अमाउंट सैलरी से कट होता है, जैसे इनके 210 रुपए कटे है।

आरटीआई से किसी भी अफसर को आबंटित बंगले के आबंटन आदेश की कॉपी निकाली जा सकती है,फिर इस आरटीआई के अंदर और भी आरटीआई होते हैं जैसे की साज़ सज्जा,बिजली बिल भुगतान की सत्यापित छायाप्रति आदि आदि। जहाँ आम नागरिक को 200/-₹ में एक पिज़्ज़ा 🍕 नहीं मिलता इन्हें महज़ 210/-₹ प्रतिमाह की दर से सरकारी बंगला मिल जाता है, सरकारी बंगले में जानवर (कुत्ता,बिल्ली,गाय)इत्यादि पालना मना है पर अधिकतर बंगलों में पालतू कुत्ते देखने को मिल जाते हैं। #RTI

This behaviour by @TheOfficialSBI Branch Manager is simply not acceptable. If you are doing customer interface work in Karnataka, especially in a sector like banking , it is important to communicate to customers in the language they know. Being adamant like this is simply not right. I have time and again raised this issue of mandatorily posting local staff or staff who know the local language in banking operations, both inside and outside Parliament. Just a few weeks ago, at a Public Accounts Committee meeting, I had raised this issue to the DFS Secretary who assured me action will be taken to follow a office notification that makes this requirement of local language knowledge compulsory. Looks like this still isn’t being enforced properly. I urge the concerned at @TheOfficialSBI to immediately implement the DFS policy that mandates local language requirement. I have spoken to concerned authorities to take action against this manager who has behaved in this manner. Banks working in Karnataka should serve customers in Kannada. Period.

BJP supporters are repeatedly criticising Tamil Nadu's debt. Debt should always seen as a percentage of GDP. Absolute debt level conveys nothing. Though it is not apple to apple comparison, let me give an example. Let us say you've a debt of Rs.10 lakhs and your wealth is Rs.1 crore. Your debt to wealth ratio is only 10% Whereas I've a debt of only Rs.5 lakh. But my wealth is also only Rs.10 lakhs. My debt to wealth ratio is 50% Despite having only half of your debt, I'm in a very bad position. You, despite having twice my debt, is in a healthy financial condition. Tamil Nadu's debt to GDP ratio is 26.4%. Let me give the numbers for some BJP ruled states: Rajasthan 36% Uttar Pradesh 32.7% Madhya Pradesh 32% It is 57% for our central government. And these people criticise Tamil Nadu.

I'm more than sure that MHA can easily afford few Mi-17s, few HAL LUH & HAL Dhruvs (maybe some C295s) & form an Air Arm of MHA. Which can be jointly operated by CRPF, BSF, ITBP, NDRF etc. Can also be shared by State Armed Police for quick deployment in riot hit areas
