The larger problem is Republicans had 7 years prior to that to come up with a replacement for the ACA. But, much like today, they did nothing. Now, 16 years after passage of the ACA do they have a replacement? I seriously doubt it. Republicans are all bitch no action. And I say this as a registered republican.
