The evidential record concerning the CQC-NPCC framework for investigating suspected criminality in healthcare, together with NPCC disclosure material, has now been formally placed before the relevant oversight, regulatory and inquiry bodies. No conclusions are asserted. The materials speak for themselves. The question is one of process: How established investigative standards align with documented operational approaches. That position is now a matter of record.

By the end of 2019, the position was already clear. The NPCC (@policechiefs) agreed, in formal terms with the Care Quality Commission (@CareQualityComm), how suspected criminality in healthcare must be handled: • early police engagement • recognition of criminal thresholds • preservation of evidence • coordinated investigation That was the baseline. Not emergency guidance. Not pandemic improvisation. But established practice. Now place that alongside Operation Talla: • requests for assistance rejected • allegations not recorded • investigative pathways not engaged The system did not lack a framework. It already had one. The question is not what the rules were. The question is why, when it mattered most, the doorway to those rules appears not to have been opened. The National Police Chiefs' Council (NPCC) @PoliceChiefs is a signatory to the Government’s framework on suspected criminality in healthcare. That framework is clear: Where there is reasonable suspicion that conduct may have caused death or serious harm, the matter must be treated as potentially criminal and enter structured investigation. Now consider CRN 6029679/21. • extensive witness and expert evidence submitted • allegations of serious harm and death • a crime reference issued • an investigation indicated Yet: • no witnesses contacted • no evidence properly examined • no full and proper investigation undertaken This is the point. If the threshold for suspicion was met, investigation was required. If it was not met, that requires explanation. What cannot stand is this: A framework requiring investigation upon suspicion, alongside a case in which substantial evidence produced none. That is not a question of outcome. It is a question of whether the criminal law was permitted to engage at all.

And, of course, in March 2020, police Operation Talla was born. March 2024, the Speirs Directive and it's rejection instruction within Operation Talla was exposed and soon afterwards, the internal police emails disclosed by the National Police Chiefs' Council provided documentary proof that there existed a "to not record" approach, nationwide, relating to public allegations relating to official State Covid policies, narratives and procedures. Between September 2025 and January 2026, a series of formal emails were sent to Police Scotland (@PoliceScotland) raising specific questions concerning the handling of Covid-19 related reports, including the rejection of complaints and the non-recording of alleged criminal matters. Those communications are set out in full here: ethicalapproach.co.uk/emails_from_20… The record shows a consistent pattern. Questions were put in clear terms. They were repeated where necessary. They were directed to matters capable of engaging criminal law and investigative duty. Responses were received. They acknowledge correspondence. They provide general position. They refer to process. But the central questions - whether reports were rejected and whether matters were not recorded, are not answered directly within the correspondence. That is not an interpretation. It is what the record actually shows. In circumstances where questions go to the recording of crime and the engagement of investigative duty, the absence of a direct answer is not immaterial. It becomes part of the evidential position. The correspondence now stands as a complete record. The questions are clear. The responses are recorded. The absence of direct engagement with the central issue is visible. The issue is no longer what was asked. It is what was not answered.

A court determines cases by reference to evidence. If evidence which is directly relevant is excluded, not because it lacks relevance, but because it falls within a prohibited category, then the issue is no longer procedural. It is constitutional. A determination reached without consideration of relevant material is not a determination fully informed. It is rather, a conclusion reached within a constraint. I don’t like to stray too often into conspiracy land…so let’s just stick with coincidence shall we. In Oct/Nov 2019 there was a full blown pandemic preparedness operation to plan responses to a major pandemic, then 3/4 months later COVID hit. In Oct/Nov 25 in the U.K. Operation Pegasus was a new 3 stage pandemic preparedness operation, which specifically mentions meningitis, lo and behold 4/5 months later the rapidly growing Kent meningitis outbreak. Coincidence is a funny old thing 🤔
