This is Ostallos Siziba, a former Member of Parliament, a student leader, and a Zimbabwean political activist. He attempted to contribute to today’s parliamentary consultations on Constitutional Amendment Bill Number 3 in Nketa, but he was completely ignored. If you are going to rig a process, at least be sophisticated about it, not this brazen and reckless. Parliament and the authorities must understand that if this process is to be legitimate and acceptable, it must not only be seen to be so, it must in fact be so in substance, in conduct, and in outcome. One of the reasons advanced by those who support Constitutional Amendment No. 3 is that it is meant to heal contested elections. Yet, in the process of trying to make it law, it is already creating contested processes, and even if it is eventually enacted, it will remain contested and discredited. They need to fix this before it further undermines the very legitimacy they claim to be restoring.

PLEASE SHARE🙏🏾 | Another young man has reportedly been abducted in Bulawayo after speaking out strongly against the proposed Constitutional Amendment Bill No. 3. Denford Sithole was taken at Nketa Hall shortly after a consultation meeting where he openly opposed the amendment. Witnesses say he was taken by an unidentified man in civilian clothes who drove away in a car with registration number AGF 570. His whereabouts are currently unknown. In a separate incident in Bindura, a Bindura University of Science Education (BUSE) student was also allegedly abducted for organising fellow students to attend public consultations in large numbers to reject the bill.

The violence against Zimbabwean human rights lawyer Doug Coltart today at the parliamentary hearings for Constitutional Amendment Bill No. 3 at the Harare City Sports Centre is disgraceful. The racist abuse directed at him by fellow Zimbabweans is equally shameful, exposing a dangerous erosion of tolerance, respect for the rule of law, and basic democratic values. Whatever happens with Constitutional Amendment Bill No. 3, it is already tainted by these actions of ZANUPF hooligans, thugs, and despicable individuals. You cannot take parliamentary hearings to the people and then assault them for airing their views, for opposing what you are saying, or for holding alternative opinions. That is not consultation, it is intimidation, and it completely undermines the legitimacy of the entire process. Beating up a fellow Zimbabwean who is a lawyer, stealing his phone, and preventing him from speaking is the very worst conduct in any parliamentary hearing process, including this Constitutional Amendment Bill No. 3. Those behind these actions should be deeply ashamed, because they are not only undermining the process, they are embarrassing the country and eroding respect for the rule of law.

The public hearing on Constitutional Amendment Bill No. 3 at the City Sports Centre in Harare turned chaotic after sponsored ZANUPF youths stormed the proceedings, violently disrupting the session to prevent opposition politicians from speaking. Once again, this taints the entire parliamentary hearing process and reinforces the view that it is rigged and will ultimately be deemed illegitimate. There was no justification for violence, nor for preventing those opposed to the amendment from speaking. This does not only undermine the integrity of the process, it also brings shame to its sponsors and supporters, exposing a process that lacks credibility, fairness, and genuine public participation. Those subjecting opposition supporters and political actors to violence, and denying them an opportunity to speak, might believe they are doing President Emmerson Mnangagwa a favour, but they are doing the opposite. They are in fact strengthening resistance, including among those within ZANUPF who are opposed to the bill, by pushing them to consider alternative ways to halt the process. Far from consolidating support, these actions are damaging President Mnangagwa’s standing, both domestically and internationally, especially if this process is seen to be railroaded in defiance of basic principles of fairness, transparency, and genuine public participation.

President Mnangagwa had successfully set a path to leave office with a good legacy in which many of his citizens were willing to say he had done well. The reason we were willing to give him this credit is we had bought into his vision and the political narrative that his second republic has done well. In this buy-in to this political ideology, we were willing to promote his successes and overlook his weaknesses. Then without our consensus, with a small inner circle, he began to push for a term extension. At that point because he did not seek consensus from the same citizens who had sang his praises about his successes while overlooking his failures, we are now forced to compare his successes and failures to assess his performance over the past seven years, to determine if he deserves the right to have another two years. And now that we are measuring his successes versus his failures, all of a sudden his failures outweigh his successes. Now we are labeled disrespectful, yet we are simply applying the principle of testing whether the President qualifies for a term extension on merit, since he desires the privilege of a term extension.
