You're right. Obama spent $38 million dollars in 2012 to fill the Reflecting pool with "stanky" sewage water from the tidal basin, thinking he did the job of the century.
Trump should not have tried to save money. He should have said, "Screw it. I'll spend whatever it takes to do the job right, and f*ck all of these DeFRAUDocrats who want to criticize me for fixing Obama's mess, once and for all."
Trump should have had a pool contractor skim coat the old concrete, and had them apply a quartz finish to the pool bottom, then he should have trashed the pumping system that pulls sewage water out of the tidal basin, and he should have filled the pool with clean, fresh water not loaded with nitrates, phosphates, and poop.
Trump should never have tried to economize. He should have spent taxpayer's money like a drunken sailor, taking food out of the mouths of babes by cutting EBT, just to fix and fill the pool.

According to government documents, this is "Rhino Pipeliner 5000" polyurea coating.
It seems to have delaminated from the underlying "RhinoCoat Epoxy Primer", the primer coat underneath.

It's not clear the new paint job is actually "falling apart", or merely a few "bad patches". Journalists shouldn't jump to assumptions.
The next time they drain the pool and clean it (likely next March), they'll presumably repair any bad patches.

The bottom of the pool is not "paint" but polyuria/polyurethane.
Hydrogen peroxide is not a paint remover. It's a bleach that will stain things, but not remove it.
What you see in the picture is that while the bottom is green with algae, the water is actually pretty clear. The ozone filtration system seems to be keeping up.
There were criticisms when they were applying the coating that they weren't doing enough to prepare the surface. These criticisms appear to have predicted this problem.

Advice for future space colony life support system designers: Hydrogen peroxide is effective for killing pool algae but it is not a permanent fix on its own. Also: be careful how you clean your solar powered algae bioreactors. Hydrogen peroxide is not the best paint remover - but it does remove paint. #chemistry
