Interesting tactic to limit the effectiveness of anti-ballistic air defense systems. I initially thought Iran switched from HE unitary warheads due to inventory restrictions.
Submunitions are scattered at high altitude due to successful intercept, causing a wide dispersal. No value beyond a terror weapon, but that's the goal.
